This is just my opinion but I think its a pretty clear path of logic.
From what I see, its looks like riots aggressively targeting auto attackers currently, Ability usage looks like its going to be the dominant form of early and mid game damage. They are buffing damage mostly on champion ability's, rather then auto attacks. Checking the patch notes its a lot of base damage or scaling. Given how "ADCS" Ran the game so long, they are addressing the part of the player base whos frustration was the lack of counter play to adc.
on the whole its clear riot wants to lower the game length, Its gonna be chaos for some time. Redistributing power spikes for all classes and items might be pretty straightforward on paper but when you factor in how long it will take players to adapt across every Elo. God who knows how long that might take.
So put the game length to 25 to 35 min for average length as the goal and a lot of the "Power Creep" this year seems logical. I was around season 1, theres a lot of Trial and error with a new meta. I don't expect the game to be super healthy for all classes again till some point mid or late 2019.
@ Sej. Pro play. Riot historically will nerf outliers in a specific MMR. Some weaker champions in higher Elo get nerfed for pub stomping to well, some weak low ELO champions get nerfed for competitive or high ladder play. I cant say this is true for them as I don't know, but my guess is that riots more willing to have sub 45% then they are to have 60%. With how they occasionally gut and leave behind champions I think that's a pretty clear designe philosophy, if somethings to strong anywhere its ok to wreck it till it can be properly addressed. See Eve season 1 changes for the first example I know of this.
are more recent example of high MMR nerfs for historically weak Solo que picks. Theres also the time Riot nerfed champions like
for being to stand out in various MMRS.
On the whole, You should expect to see High skill cap or high team synergy champions be more likely to receive nerfs with overall low win rates as the folks who over preform and situations they overperform make them unhealthy in how oppressive they are, even when the vast majority of games don't see this.
@swain nerfs, It does make him a worse support, in the current meta where your seeing comps that don't necessary need to run marksmen support some off meta picks are pretty strong with the right synergy. I think swains just one of many who will see nerfs to prevent them going botlane and gold independent successfully. Mages being nerfed for their ability to support is nothing new. As being powerful off EXP and still having the same power late game power as a mid lane can make traditional supports completely irrelevant in a meta that ADC do not hold highest agency on a win or loss.
