After the changes, will Bruiser Vlad be (more) viable?

Since item 3152 is being changed to allow you to heal for all damage done, regardless of the enemy's magic resistance, I was thinking

Would Vlad be viable as a non-full AP champion? He already has very good base damage, with this and the new item 3151 he could just shred and drain tank everyone (or he could opt for item 3116 to ensure that squishies would not be able to escape from him), and from there he could build tanky (item 3143 item 3075 item 3110 item 3065 item 3001 item 3083)

It is important to remember that Vlad gains AP from his bonus HP, so Randuin, Visage and Warmogs would give him AP too.

Of course, this is just a theory, since the changes aren't even on PBE to begin with.but what do you think?

The thing with Vlad is, because he lacks CC, it's tough to be a Major Team fighter without Overloading on damage. And his full AP Build is Pretty Bruiser as it is because of his passive. I say this because Rabadon's is also getting buffed.

It's difficult to say, but keep in mind that these magic item changes weren't specifically targeted at him. They were made so that Rabadon's, Hour glass, Ludens, wasn't the only thing AP was building. A critique that these High AP items are also paired with really good utility, making it over shadow other AP options.
