Why not just give Veigar the Annie treatment
When 
's stun is off cooldown, he has some visual indicator, perhaps a glow or aura on his gauntlet
Since people just absolutely NEED something that tells them "OKAY THIS CHAMPION MIGHT HURT ME" instead of using their rapidly dwindling thought processes, this would achieve the change that Riot wants in making people aware he can stun and nuke you, while not being as harsh a nerf as putting a delay on it
