How come worlds can't be played on a seperate, specialized client?

Before you downvote, I have already accepted the notion that Riot balances around competitive and high elo. That's ok. But with the nerfs coming to champions like Shen and Taliyah, why is it so much to ask that at the very least these nerfs be reverted after worlds has concluded? These champions aren't even breaking the game. I get that this game should balanced around the best players, but it's not like all of us who aren't Plat+ are casuals. Save for the Yasuo nerfs and Tank Ekko nerfs, it doesn't seem like we have any say over gameplay changes that affect us too.
