Can pick-intent phase be extended for 10 more seconds?

in the previous games I have played since 10 ban launch, I often find myself running too low on time to respond to ally team intent with a synergy champ. And I know that I am not the only one who suffers from it because I have been seeing noticeably less people who actually use pick intent prior to ban phase.

Especially since we now cant select pick intent during ban phase, it is very difficult in solo queue environment to ban out the enemy champions that would hard counter ally team comp.
