The complaint is that there is no way for me to 'play safe' against him or any item I can build to stop him from 100 to 0'ing me in 1 second under my tower, short of becoming a full tank AP mid.

Won't stop it, it will just briefly delay it, and he doesn't need any long cooldown to do it. Kha'zix is not Zed. Worst case scenario, he just leaves and tries again 10 seconds later.
