Sometimes players don't learn until they get their butts kicked. This is also known as a learning experience.

Except he was JUST FUCKING BUFFED!

Literally this patch.

This last patch moved his level 16 power spike all way way to level 6 (as early as 3 depending on how you play him). That fucking broke him. Before that he was terrible.

Uh, no. That the clip in LCS showed was at lvl 9 when W duration is 1.75 seconds long. So you only have to consider a difference of an extra 2 seconds of his passive buff, and that is most definitely not that huge of a buff. So again, he was always that broken. The buff just made him smewhat more powerful. Even if you were to revert the buff, 4 seconds is still more than enough to permaroot and kill a target.

His maximum snare is at level 9.

His passive still lasts 6 seconds, meaning he can get off 3-4 Ws, which is still 3 seconds at level 3.

The 2 seconds of his passive buff is fucking HUGE.

But you DO have to consider the pre-9 game, because the buff gave him more power early. Which is where you really need to punish Ryze if the enemy picks him.

Except Ryze isn't able to do that at lvl 3 even with 6 seconds because the W duration is so short. So no, he can't permasnare in the early game. He can get a lot of roots during that period, but at lvl 9, he can LITERALLY permaroot you. Even if you were to reduce the duration from 6 to 4 seconds, it still doesn't change the fact that he can permaroot you for the duration at 9.

This is the reason why Riot should take their time figuring out Ryze's power. This happened after a duration buff on his passive and ult, which should have little if any bearing on his ability to perma snare. This really suggests that Ryze was on a knifes edge with balancing.

Is he strong? YES. Is his perma root a problem? YES. Does he need a hotfix? NO.
