The reason Riot probably won't respond: I can't think of a single company that gives refunds on digital content in the first place, let alone gives you three opportunities to do so. You essentially want a refund for used content. I saw a suggestion that they have a "trade event" where you can trade in your unwanted skins for a partial refund which I liked as I have a crap ton of mystery skins I unlocked for champs i never play.

As far as actual refunds and giving them out regularly? Never happen. That would be risking potentially 30% of their transactions getting refunded annually - no company can sustain a business model with that kind of unpredictable shrinkage.

except the money u spent is still used, all you are doing is trading in 1 skin you don't want/use for one you would be using/like more than the one you trade in for credit refund, so their is no loss on their part their just isn't any gain it's a neutral transaction, and it could help boost their customer relation ship status, since right now people are upset for the level of customer service from riot keeping a crappy punishment setup that's easily controlled by smurf accounts, so right now riot could use some "good" PR.
