Can Rylai's slow go up to 30% at least?

This would at least put it on par with Iceborn Gauntlet's slow. That'd be a nice way to make up for its pretty abysmal statline.

And the AP went up by 10 in 8.4 already which is already multiplied further by the buffs to Deathcap.

The slow was nerfed toward the end of season 6 during a time when ADC's weren't topping the charts all the time. Rylai's has been a joke since then for its nearly non-existent slow.

The slow was also originally 40%. So in the end it's still a nerf in total, but we bring it back to being a more viable pick instead of basically only built on champions where it's absolutely necessary (Brand, Singed, Aurelion, etc.).

lmao, no. fuck that item. it should be deleted or replaced with something like item 3030 as a healthier alternative to add utility.
