Why is Riot trying to pigeonhole Kindred into being an ADC that Kindred was never designed to be?

Kindred was designed to be a speed stacking on hit ADC like Kalista or Vayne.

Trying to make Kindred a crit based ADC(as a jungler LOL) has been nothing but a failed experiment thus far. Now Kindred actually IS a jungling ADC in the sense that she needs someone to support her in the jungle just so she can get her marks because her dueling potential is 0.
