Zilean; New Passive Concept
This is a concept post, the goal is to give Zilean a better passive that feels better for the Zilean player. Keeping in mind that Zilean is a utility time mage, making sure his strength is still effective in the solo lane and as a support. Feel free to give your thoughts and ideas of things you like to see for Zilean.
Time Surge (Passive): Ranks: @levels 1/5/9/13/17 [for per level values, base value is level 0] Whenever one of Zilean's bombs are on an ally champion or himself then their basic attacks deal 18(+4 per level)(+20%AP) bonus magic damage on-hit and slow their target by 13/16/19/22/25%(+1% per 50AP) for 1.5 seconds.
Additionally, Zilean gains 5% bonus experience points; increases to 20% bonus experience points if a nearby ally champion executes a minion.
Zilean's bombs obviously being all his spells, Q-E-R, which can all be attached to himself or an ally champion. So this new passive idea has a lot of strategic depth to it for all the possibilities you can do with it. I understand Zilean already has a slow on his kit, this slow can be used in a different way mainly to help Zilean land his time bombs by getting closer with his time warp and throwing your time bomb on the weaker than your e slow slowed down target; and then there is also the on-hit magic damage which allows Zilean to deal damage since his time bombs are a lot less reliable now even if the damage Zilean would be doing is throwing your bombs on your team's marksman.
The other change is made his bonus experience no longer an aura (I made the other portion very supportive for this trade off) and since he has a moment of power to his passive I weakened solo lane Zilean's bonus experience to 5% from 8%, but increased support Zilean's experience to 20% from 8% as long as he is not getting the last hits and his partner is landing them (if his partner does not land them then it is 5% of a shared minion exp). This effect is really good since it would allow support Zilean to be the first to level 2 out of 4 champions which allows him to apply pressure to the lane with the extra experience advantage to help your marksman get through the early game laning phase to power up for the late game.
