WW and Vayne got their item 3931 with no problems. In enemy team only Udyr bought item 3930. Xin had item 3708 and Shyvana item 3717 . Its not only about devourer its about summoner 11 in general.

if smite vayen devour rush vayne have a easy lane then her opponents must have faked in base :) smite vayne bot. cant se her get any cc vs a decent lane
