What do you do when your opponent shoves the lane really hard?

I'm talking about going against champions with reliable wave clear, who end up shoving minions under turret making it really hard to farm. Yes, it could open up for a gank but sometimes your jungler just isn't there.

ask for help from anyone in game, usually youll probably find help.

You farm under turret. This is not the most fun skill and not that easy to practice even in the practice tool, but it is a necessary and useful one.

If you really want to get practice time on this, either get a friend to come into a custom and just shove waves in or put a bot against you and do nothing until the wave is under your turret. The bot will probably take longer but doesn't require another person's time.
