But it is terrible for the game as a whole. The thing is near impossible to balance. Anytime it is useful it is a ranged user abusing it to get so far ahead in gold and having extra little benefits here and there that make laning super easy. Or it gives champions like Nasus or other mid to late game champs a way to accelerate through their normally terrible early game to hit their spikes.

The only way I can see Klepto balanced is to make it so ranged gets reduced loot percentage and gold (say like 3g instead of 5g and instead of about a 25% steal rate having a 15-18% rate). All mini stat boosting elixirs should scale with level up the the current amount. Oracle's is fine. Also the loot percentage needs to not go up post 15 minutes. It's an early game keystone it should not scale as much as it does.

Don't get me wrong the rune is a great idea, but I feel that the rune itself is acting as a way for either early game champs to super snowball when ranged or speed through their weak period as mid to late game champs. Most mid to late game champs are taking Klepto to skip to item 3057 + 1-2 smaller items and a safe lane on their first back because the Inspiration tree gives those mid to late game champs a big jump to their early game.

Alternatively, have it store all the gold in the bank where you can't touch it, then give it all to you at once at a specified time/level.

That way, early game champions can't accelerate past their weakness. Kleptomancy would make your mid/late game stronger without making your early game shorter.

Klepto is for late game champion that almost have 0 Kill pressure in lane.
