Because anyone who has fucking played as garen knows you do negative fucking damage with just tank items. ADC's with nothing more than a fucking bloodthirster will drain tank you.
Most garens build stuff like tri force steraks, hell sometimes a youmuus, and that's when he deals good damage.

he has a really high winrate for SEVERAL patches by now. i dont think that is because "he does no dmg and adcs drain him"
and the only reason why youmuus is a somewhat decent choice on garen is because again 56% armor pen. he reduces the 34 armor of an adc down to like 16. and then with a lethality item be ignores another 18 flat. LEGIT dealing true dmg.

"muh armor shred" garen could stack full pen build and he'd still not do shit to tanks because he has garbage DPS. the only time he can threaten them is if they're villain.
he has a high winrate because for the first time in forever he's not a troll pick in high diamond and above and most of his skill curve is just basic fundamentals of league macro play + matchup knowledge.

% shred doesnt stack additive.
even if it did, 56% is mathematically impossible you dingus. 25% + 24% would be 49%. but its lower than that, since the armor multiplier would be (1 - 0.24) * (1 - 0.25) = 0.57
so 43% armor shred with cleaver.

The only time I deal damage as Garen is when I q max and I have actual damage items and damage runes.
my build is actually way more damage oriented and is way more like a fighter/juggernaut than tank lol. But even with the build I can still get shredded down in a team fight because of true damage, armor pen and those items that ignore a % of your resistances. My build combines the power of tri and the tankyness of steracks and other tank/damage items to have around 3900 max hp and at least 250 AD.

ok, but given the context of the thread and the post, I think it's pretty obvious that "tank" is interpreted as damage sponge here.
If you wish to be technical, then rammus/shen are the only tanks in league as they build defenses and can redirect damage away from the team.
Read in context. The OP is saying Garen cannot build only defenses and melt people. I'm saying that while this is true, most Garens build some damage while still being beefy.
