Why does this item have such a low scaling? most players i see buying this item usualy just buy it for a better clear. Since riot is moving torwards that direction,shouldnt the item give less ap(like 90-100) and have a better scaling passive?

It was to replace 
DFG , an unhealthy item with huge targeted burst.
It has a good base damage, and provides really good extra burst. Don't forget it has 100 AP scaling and +10% MS.
If you want to buff the passive, you'll have to take away 20 AP.

Luden's echo used to be the go-to item for full ap burst builds,why should it be so underperforming?

has no cooldown. What if you dont actually care for the health and just want more damage.
