Can we give some buffs to weaker ADC's. I'm tired of seeing Vayne every game

Can we give some other ADC's some buffs? I honestly think Vayne's kit is so overloaded there is no reason to NOT pick her over any other adc. Maybe Sivir if you need some utility and waveclear, but it kind of ruins the strategic affect in ADC's when you see Vayne over and over, so she can get fed and win.

Like you pick Corki if you need some AP on your team and a good mid game. You pick Sivir if you need some utility, and waveclear. You pick Tristana for a heavy late game bomb, and you pick Varus if you're going mid (Varus passive change plz).

Vayne's just picked, because she's so freaking strong, and other ADC's are weak right now. She has so much true damage in a tank meta, and can burst squishies because she has flat true damage too. Maybe if we buffed some other ADC's (not with %HP true damage) maybe they'd finally get played in ranked, and maybe even banned.
