Well they did do that rather pointless Indicator tweak to his Q not too long ago....so I wouldn't say totally forgotten. Just neglected.

He's not good anywhere but bot matches. His hilariously poor mobility and almost non-existent passive keeps him from being able to keep up with the current repetoire of used adcs.

It's a sad, but true fact.

Technically, they were asking for one that has been nerfed to the point of inviability, rather than one that has never really shaken the meta, but never been bottom-tier either.

For that, I would nominate Graves. From top tier to the bottom three, and never came back.
