I like the new masteries overall, but...

...I don't like how in the cunning tree, I have to choose between having extra mana regen or having the bonus damage to 40% HP or less targets. Both are very important to mages, and having to choose is kind of hard, and especially with the mana potion removal, not having the mana regen sucks. Additionally, choosing between the extra CDR cap or having penetration also sucks for the cunning tree, since both are important. Finally, the resolve tree makes you choose between having extra HP or having sustain, which is a tough pick for champions like Zac.

I'm split on the new mastery system. It makes for meaningful decisions on certain champions, like the ones you mentioned but it also makes for objectively best decisions on others.

Right, which is my issue. AD champions seem to get an easy decision and a best choice, whereas AP mages and tanks seem to have to decide which option to cut, having multiple good options.

I typically change my Resolve choices based on what champion I'm playing, and what I plan to build.

%defenses or Sustain. I find that difference to be Whether I plan on building additional defenses. Or just trying to be Tanky Early game.

Rescue sustain, or %HP Similarly, depends on how much health you plan to build. (or how much built in health your champ has.

I don't really like the split penetration in the resolve tree. (unless your playing a hybrid champ) Your pretty much better with the CDR if your going resolve.

But over all, the cunning tree offers a lot of utility for mages. while ferocity gives them extra damage. So all in all, there are more choices. I'd probably prefer the Cunning tree for Utility mages like Lulu. (If I recall correctly, the Ferocity tree seemed more damage focused than AP focused.)

im pretty sure thats the point of these masteries you can only chose between 1 of 2(or 3 if we're talking the highest tier) and they are both pretty good so they create meaningful choices. essentially the mastery changes are supposed to make choices meaningful instead of "hey stats!".

Yeah, I get you, I get you. It just feels like AD champions don't really have to make a choice as much as AP mages or sustain tanks.
