Discussion: What if all new accounts had maximum rune pages/runes and all the champions?

This is something that interests me as the League playerbase is still rising, however, it is stagnating. More and more people leave because the game just isn't like what it was before. So today I want to ask the boards, what if every new account had all the essentials to really get into the game? By this I mean rune pages, runes and all the champions? I don't think this will suddenly spark the playerbase and bring in thousands of players a day, but I do think it would definitely be better than the tedious bot games players have to go through just to buy a champion they think looks cool only for them to dislike it. The downside is that new players would be worse than usual due to not going through it like most of us did. So what do you guys think? Would it help the game or ruin it?

u should have all runes and all masteries unlocked from the get go, the lvl 30 barrier should only be for ranked.

but u shouldnt get all champs, thats how riot gets money

I think riot's thoughts about it is to remove extra things as to not confuse people who just started.

Riot would get less money and it might get harder to learn all the champs when going from levels 1 -30.

I remember looking up a champ that i didn't know what they did after the match. It would be overwhelming if it was just team after team of champs i didnt know.
