Lee'sin in the PBE basically got his R dropped by 50 less damage on every rank so by rank 3 it deals -150 less damage then it used to.
Poppy's passive shield duration got dropped from 5 to 3 seconds and her R only deals half damage while uncharged so she can't use it as a free'lo knock up to stall for CDs or setup for a Q right after to easily do both hits for large damage with the RQ combo.
Plus they did a nice tweak for kennen, kinda alot of info so i'll paste it from the site:
-Slicing Malestrom (R) few changes - damage is similar for a full duration R but upfront damage nerfed significantly. -Damage lowered to 40/75/110 from 80/145/210 -AP Ratio lowered to 20% from 40% -[new effect] "Successive maelstrom hits against the same enemy deal an additional 10% damage for each hit they've already suffered from this storm." -[removed] "Each time an enemy is struck, further hits deal 25% less damage (minimum of 50% damage)."
Basically they removed the burst and made it more mandatory that Kennen has to stick to the enemies for the damage to be strong, otherwise its basically half the damage early on before the hits scale up to similar amounts of damage. Makes me glad i didn't buy him when i went for Fiora instead, because just like how Vayne got nerfs, I was expecting Kennen to get one too.
