Hail of Blades/Jhin - We'll also be looking to do some work on Jhin and/or HoB, given just how much mobility it offers him. Potentially involves reducing the amount of move speed he gets from the attack speed conversion and then buffing some other part of his kit so that non HoB builds aren't penalized. Also possible we do some work on HoB in preseason instead, potentially with a temporary change to Jhin until then.

After 8.11 they finally adress to do some work on him. However there is still no talk about .

i'm sure he doesn't need compensating buff for the lack of that ms. He was "Fine" before HoB and item 3095 . It's just like when they nerfed item 3147 because it's users was toxic with that and then buffed them ( Rengar Khazix Kayn )

No one uses HoB in the entire game
Jhin is the only one abusing it because it gives attack speed and movement speed (and I'm sure they designed it for him, same as this ridiculous item)

How about they just remove this rune and make the movement speed from Jhin's passive not stack with other movement speed sources ? As they do with any slow in the game, only the highest one applying
