I repeat. The adc with the highest winrate against jinx is twitch with 49.7%. What is this insanity riot? this is riven-level overpowered.
Why is her winrate high? The only thing special about jinx is her passive. Maybe lethal tempo letting people hit 3.0 attackspeed is what's broken. Combine it with jinx's passive after a tower and she gets 4.0.

Right now, she has no ban rate or pro play presence. People don't seem to mind playing against her. So they're giving her the green light to be this strong.
Kaisa is better in almost every way.
The only redeeming quality about her early game, that she has nice waveclear on her rockets. She has a really mediocre laning phase otherwise. It's safe, because she has nice waveclear, but her poking capabilities aren't really good, she can't engage on her own, she requires a support for it, she is immobile and therefore an easy target. She requires kills to get going and she has a lot of counters:

One thing i think a lot of you are failing to mention is that jinx absolutely shreds objectives in a way that very few other marksmen can even attempt. Her waveclear, objective speed, and high utility for a marksman are what make her very overpowered.
She has a low ban rate because, much like lee-sin, quinn and graves, she always flies under the radar.
