No other AP item has the utility that helps out squishy AP champs that lack mobility, even before this whole "EVERYONES BUYING SUPPORT ITEMS" fiasco there were a few mages who frequently purchased a FQC in order to gain that extremely helpful boost for kiting
Please create a new AP item that allows us to gain that passive back, moving it is fine but removing it is a terrible idea

RedCyclone1 votesRyalis is used to have sticking power, users often stay in their goldilocks zone while chasing someone down The MS boost can provide sticking power, sure but it was based off charges so you only got a limited amount of chase, it's better purpose was to get the fuck away because you don't want to be on the same screen as Jarvan when you are a squishy immobile caster
Think of it as Ryalis being consistent utility and Spellthieve MS boost being burst utility
