Who gets Rift Herald buff?

What kind of champion needs it most? Which position benefits most from it?

Back when it used to buff minions and shit, it was obvious that the laner got it, but now it's pretty neutral.

5% damage reduction while no allied champions near

CORRUPTION: At 100 charges, your next basic attack discharges all stacks of CORRUPTION, dealing 15-270 magic damage (at levels 1-18, damage halved for ranged champions)

I think that it should for the most part go to the top laner. Clearing camp becomes faster and healthier for the jungler, but when ganking they miss out on the damage reduction. If the jungler is a heavy farmer and the top laner shouldn't be forcing fights with their opponent or even push the lane, that's when the jungler should get it.

Thoughts? Top or jungle? What if the mid or ADC can have it?

ideally the champ that is in a lead and can push advantage and maybe split push a bit

If I'm playing a support type jungler ill give it to my mid or Top whoever is doing the best in lane tbh. Now if I'm playing a heavy presence jungler that typically does things solo or counter-jungle a lot. Ill take it for myself.

Or a heavy splitpushing champ like jax, TRynda, Yi, Kled, Xin. PEople wth good 1v1 and tower pushing.
