Should Volibear be considered for a mini rework?

And before someone says it, yes I'm aware that Meddler talked about buffing him with more Atk Spd on his W but wasn't hitting the mark so they're waiting till 8.1 to figure things out with him. But that is also what made me want to bring the question up. I mean is buffing him really going to help? He's a juggernaut that heavily relies on tank items and is almost one dimensional in his gameplay pattern. He can't really make plays he just reacts to things and more or less beats people down to then use his execute, which I feel is more and more of a situation of Sejuani in a sense that it's what holds his power budget in.

He can't really be a prime initiator in team fights since his charge is telegraphed, he doesn't really bring any hard CC outside of the initial flip, he just kinda stand there takes damage and tries to bite down low health enemies. He's a great duelist champ since he's able to heal back up thanks to his passive and execute, but to use the execute you need to beat people down, which if they're smart they'll just try to gank up on you. He can also be a decent bodyguard champ but I feel like there are better options.

Q has no ratios, not even say bonus MS damage, and isn't a primary initiation tool, E is decent but nothing super special and his ult just feels bland. Seriously, this is one of the most boring ults I find in the game. Oh, my autos now to bounce damage so I can hit enemies from minion waves or hit more people in team fights...yay? When you compare it to all other ultimates in the game I just find it to be boring, hell you could rework it into his basic kit and make it set to a number of attacks and bounces depending on its rank.

All in all, I just want to throw out the suggestion of maybe doing a mini rework for him, like Shyvana or Xin. I know that we already have Swain, Irelia and Aatrox in the works, but if Riot could fit in Xin between Urgot and Eve, then I don't see why they couldn't at least try a mini rework with the big bear. IDK maybe I'm wrong and the buffs Riot reveals/gives do work or maybe he needs a full gameplay rework. I just feel maybe looking back at his kit and reworking some stuff is the best course for him, but again it's just a suggestion.
