Adding 20 damage (on PBE) to Nautilus hook is an example of how out of touch the balance team is
This is a champion that really is floundering without a clear direction. His top lane has been deemed an unhealthy playstyle and he has no reliable way to clear the jungle without having to start blue buff first because of all the mana nerfs. Making his ultimate have a lower cooldown isn't going to change the fact that he doesn't have the tools to succeed with all of the mana nerfs.
Riot told us the plan was to give him a role in the jungle by taking away his offensive power from his w and adding it to his e so that he can reliably clear aoe jungle camps. Now that he can't use the e effectively anymore because of the mana nerfs, his only role is as a low end support. If this is the plan for his future, then that is fine but they need to transition him to this spot in a more effective way. His kit relies on stacking health for his shield, which is very hard to do as a support with limited gold and few support items with high health. Of the hard engage tanky champs, Leona and Thresh offer similar early game utility and scale into high utility taks better with little gold or health.
Riot needs to have a plan for where he is intended to play and create a kit that works with that role without being unhealthy or too weak. Right now, there is no plan and these "buffs" don't hold any real value.
