Lifesteal stat needs to be changed

Lifesteal can be strong or weak at times, but this stat is only exceptionally strong on certain champions, like the for example and .

So I did a test, lifesteal is only efficient when you have a lot of AD already but if you were to buy as your first item you wouldn't be lifestealing that much at all and that's why this is bought as the last item in most cases.

Lifesteal is just efficient when you deal a lot of damage which both fiora and draven are able to do.

My point is it needs to be changed or re-adjusted to that it could be potentially more balanced or so that it could benefit other champions equally.

Before you start saying in the comments that I or someone else should buy any of these items against lifestealing champions yes I am aware.
