What's up with this weird CS assist Quinn has?

There seems to be a window before/after a minion dies where Quinn will be awarded the CS, even though she very clearly missed the last hit. I don't think I've seen this on any other champion.

Whats up with this? Was it supposed to help players transition during her rework or something?

I played Quinn top a bunch before her recent nerf and I have never seen any CS assist on her. I have noticed that if a minion with the harrier mark on it dies, and Quinn had initiated an auto attack before the minion died (the minion dies from your minions before the AA hits) you get rewarded with the harrier proc and get the MS and AS steroid. Is that what you are talking about?
