No, it doesn't. As a mid-laner I would wish tho... Since the tank meta is a bit too funny now...
could u imagine full ap team everyone gets one. mr would be useless. thats like -100 mr and if u build any other mr pen u basically have 200 total mr pen. but if the enemy didnt build any mr the mr actually goes negative and u end up dealing extra dmg so u do like 150% dmg
