TLDR: It's possible Vayne's too strong, so we're looking at her. 'Everyone says' doesn't necessarily equal true though.
There are a lot of anti Vayne threads on Boards, with you there. That indicates that, at the very least, a lot of players are finding Vayne really frustrating. Frustrating doesn't necessarily mean overpowered however, though the two are correlated. Champions sometimes generate a lot of frustration feedback even when balanced or underpowered (e.g. Blitzcrank really annoys some people regardless of his balance state and waves of anti Blitz threads crop up every so often). It's also important to remember that the population of Boards isn't necessarily representative of the entire player base (it's a subset of the english speaking population from certain servers).
Having said that though it's very possible Vayne's too strong at the moment. Her win rate in solo queue is quite high for such a popular champion. That, particularly when combined with the frustration she's causing, means she's worth investigating. Doesn't necessarily mean nerfing Vanye's the appropriate outcome though. It's possible we might find that Vayne's too dominant at present because the champions that should be keeping her in check in lane are weak and need to be buffed. Or because items she scales especially well with are overpowered. Or because other meta conditions (lots of HP stacking champs for example) are very favourable to her. Or even some combination of all those factors and too strong a kit, hence the need for some investigation.

Finn Teh Human4 votesThe thing I hate is that people again don't consider what Vayne has/doesn't have. She is duelist ADC. Almost every other ADC has some sort of ranged spell/aoe AA or spell. THE PROBLEM IS NOT IN VAYNE HERSELF, but in the ADC's that were nerfed a little bit. Honestly it still takes a good Vayne to carry. Jinx is a strong counter to her early/late. Jinx out ranges her not only in AA but also every single one of her spells. I've been seeing Jinx more and more since people are finally realizing that. Another thing people don't consider is that bot lane is a DUO LANE. You might lose lane to a Vayne because your support doesn't know how to play against her. You can't have Thresh + Vayne vs Lucian + Bard and say that Vayne is op just because you have a support that doesn't do well against Vayne and enables her to get on Lucian. It's funny that people say no one counters Vayne but there's one champion that totally counters her and is simple to play - Annie. Doesn't matter if Annie is support or mid, she can take you out before you have the ability to do anything. And since Vayne has to be closer to the fight then most other ADC's, it makes it easier to take out Vayne.

Wonhwa1 votesMan. Right now with the new juggernaut meta tanks are strong. Naturally adc main will turn to adc that can deal with heavy tanks and that's vayne. All of a sudden everyone wants to pull out the Nerf stick and hit vayne with it. Nothing was wrong with her before. Now that she's getting picked more often people that isn't used to dealing with her crys out and her already weak landing phase is going to get weaker. Just my 2 cents.
