Instead of her passive stealth, make her ultimate a 2 part active. Strip the permanent stealth from her passive. First proc would make her stealth for X seconds, second proc would do what her ultimate does now. I feel like this would drastically balance her kit as is and possibly not make her so dumpstered. They change core mechanics of passives, Hecarim's recent change this patch for instance. Thoughts?

They are bad.
I'm a Diamond Evelynn main and I interact with other Diamonds/other Evelynn players... no one with any skill thinks Evelynn needs buffs or changes. She is an uncommon ban and uncommon pick that is still very threatening.

Imho, the problem with eve has gotten better in the preseason because there are monumentally less wards out, and vision wards are more accessable early. But the biggest issue remains that her stealth doesn't have meaningful costs assosiated; shaco uses up his only escape with his, twitch's stealth is tied to his biggest steriod, and both of them have short duration stealth. With eve, it's just always there. I think that trying to shove eve back into a lane would help the problem, because then you could keep better track of her and her roaming comes at the cost of losing CS and possibly objectives. But in reality, riot has ignored eve ever since the vision rework that broke her (visible vision wards).
