So there are Jungle Changes, now can you remove armor from Monsters?

Back in Season 6 minions had armor removed to make it more easier to last hit them, and everyone agrees that was a good thing. Now that Preseason is on the PBE there are new changes to the jungle so it seems a good time to ask if you could apply the same treatment to Jungle Mobs.

Baron, Dragons, and Scuttle should remain exempt though, with Scuttle's reason being hard-cc can remove it's resistances (but make it 50 armor so it has 0 after crowd control) Baron and Dragon should otherwise be difficult but rewarding objectives so resistances on them make sense.

Otherwise I don't get why things like Gromp and Raptors have armor when you could just increase health values instead.
