Jhin's Fourth Shot deals 2 damage on wards and Zz'rot so he doesn't have to reload if he has a full magazine just to kill a pesky Pink or Zz'rot.

Disagree. You take Jhin knowing he only has 4 shots. It's the downside to Jhin. He should not get to clear the ward faster.
