TL;DR: Heimerdinger's entire kit/"fantasy" revolves around his turrets; Riot has, with the latest nerfs/changes, essentially turned the donger into your typical "everyman cookie-cutter skillshot ability mage", because his turrets literally are worthless (especially late game) -- moreso than in any other previous iteration or season thus far.

What, nerfs? They only thing they nerfed about him was the turret base damage, everything was buffed including his strongets ultimate (R-E).

Turrets are unbalanced now, when an enemy gets close (especially melee champion, the one who were supposed to have an easier time against him) you can just throw your E at them and the three turrets will fire the super lasers at them and deal a quarter of their health, then you use W and they fire another wave of super laser. You can also max W first and start poking frequently (4.2 seconds CD with 40%CDR) since now it became really cheap to spam after a Lost Chapter.

The Donger is never been this strong, you just have to play more aggressive.

Also lategame the 35% AP ratio on turret help him siege very well.
