Don't get me wrong Cass damage can be downright disgusting.
The issue is the hyper mobility in the game, and every new champion and rework is being given more and more hyper mobility. They either need to buff Rylai's and make it a good first item purchase for Cass, or they need to increase the scaling on her movement speed as she levels.

Yes because Miasma is really going to work against a Kayn popping through the wall right beside you and insta infesting you, or the Xayah using featherstorm to jump right over all your poison.
