its also a matter of fact that till mid/lategame its complete useless rune.... i mean come on 15% speed.... anything under 30% is not even noticeable... i believe the right thing would be to give 25-40% over lvl and 40-75% slow resistance with half for ranged ( in most things riot consistandly made range half as good as melee so i believe its healthy to stay with that trend )
