How do you win lane vs teemo

I hate playing against this annoying fuck. Don't give me Yorick since he's the worst champion in the game since he doesn't really have a kit after lanning phase. He just has his ult. I could try something lazy and pick a ranged champion and not worried about it but let's say I autolocked Darius, I'm 0-15, and I lost top inhib at 15 min. How do I stop that from happening. This is low elo so Satan top is common. I higher roles, I know he's a troll pick but low in low elo, you need someone who can easily all in early and trynd doesn't to seem to work for me in my games. I split and they send everyone after me and they immediately go back to the aram part of the game. So what do I do to stop this asshole from running me out of lane.
