Why does Gragas W can be cancelled with CC ?

No, not the empowered AA can be cancelled. I'm talking about the animation itself, if you're being CC'd during it, your next AA isn't empowered. Why though ?

Try to get a drink while someone else hits you, let's see if you can drink it successfully.

Gragas is able to drink when someone stabs him, or shoots him, or kicks him, or punches him though.... He's even able to drink through bombs going off in his face or arcane magic exploding around him.
