You play Twitch and Vayne.
Caitlyn doesn't outscale Twitch or Vayne.
There are quite a few ADCs that outscale Caitlyn pretty hard.
It's pretty frustarating, but as I'm sure you're aware, that's how lane bullies such as a good 
work; god early game, shit late game. She could arguably use some tuning down on Headshot, but other than that she's in a pretty good spot.

Ashe is literally the only RAD that Caitlyn can outscale (and maybe Urgot, I suppose). You shouldn't be playing Ashe (or Urgot).
I use this rat bastard and out scale her hard late game, but i do understand how frustrating she is to go against now. Especially when her head shots deal stupids amount of damage. Riot needs to stop giving early game lane bullies hard late game scaling
Her passive is the reason why she can dish out so much damage. All she needs is crit and two to three main damage items=
