Cull but for mages?

With Dorans rings very likely to be unable to stack next patch, there should be a new low gold item for mages who were pushed out of lane early on, but you dont want to get a second dorans ring (after next patch) cause the mana return part will be a unique passive, so why not an item thats like cull but for mages.

The item would cost 450 gold Sells for 180 gold Stats: 10 AP Unique passive: grants 2 mana and 1 gold for dealing the killing blow to minions, After having killed 100 minions, grants an additional Gold +350 and permanently disables this passive

Why not give something on-hit (or when the holder casts an ability) similar to Cull's 3 HP on-hit instead of the weaker Ring passive? Cull's lifesteal is stronger than Doran's Blade's until 100 AD.

Or another idea going more along the lines of on-hit returns. Hitting a minion with a spell gives you 2 mana, and if you hit more than one minion with a spell you get 4 mana max. Mages then just have to hit a minion with a spell to get the mana back, but have to kill the minion to get the +1 gold

Nah they would just go item 1082 . The stats are actually worth stacking despite the unique passive. Got abused hard in toplane.

Why? Most mages can use Cull with the same effectiveness ADCs have... after all, at lower levels autoattacking is a fundamental part of the game, especially if your champion is ranged, regardless of going AD or AP later on.

(Also, AFAIK Cull's passive also activates when you kill minions with spells)
