Preseason summoner spell for supports

This summoner spell should fix most support problems:

passives: -75% gold from killing minions: this spell is designed for supports not laners 75% gold if a nearby minion is killed by an ally: supports should help for the adc to do last hitting and they also gain gold in return allows buying support specific items 150% gold for assists (support duty is helping) 75% gold for kills (team looses gold overall)

active: start with some kind of slow support items upgrade it like smite
