I think weakening the towers and increase stomping to accelerate the game speed is a wrong direction. If riot wants shorter games, champions should start with lv3 and more gold. Early game is boring unless a bad team does not know vision and ganked all the time. Or increase XP gain from minions before lv5. What do you think?

Well, the first issue is that would do very little for game length; the experience gap for Lvl 1-2 and 2-3 is the smallest in the game and so it's also the shortest amount of time. Second issue, is that effects levels and consequently champion scaling. Since it cuts down on the time in the early game, it can very well function as a nerf to early game champions while late game champions and champions that particularly scale with levels would be effectively buffed.
