Whose stupid idea was it to remove decay? Did they get elo boosted and now not having to worry about dropping?

I do a lot of things to help all players of any rank get improvement. The amount of boosting goes up every year because people want to place higher than they ended the season and they get extremely discouraged from getting placed in bronze 5 when they were silver the season before and they went 6-4 in placements.
