Seriously, they are like the only Runes where absolutely no one uses them unless you are doing some super, super deep theory crafting. Can we buff them so that they are picked?

https://www.youtube.com/watch?v=e1CLbAevPqo&list=UU9F1zQlakBV3zBzXypAbtWg Zed uses them. One purpose for them is to prevent running out of energy when using CD reduction. Zed will run out of energy with full CD reduction without them. Full CD reduction allows Zed to cast Razor Shuriken twice per Living Shadow.

The point of energy itself, though, is that it is ALREADY an incredibly efficient system. Since the system is ALREADY good if you manage your energy correctly, you'd basically have to make them stupidly OP to make people most likely even bother picking them and even then, all it will most likely do is make it would only probably help Akali and only if she rolled her face on the keyboard any time a spell was up or Lee if he chose never to use his passive.
