I honestly don't see the point in playing Shen
There's really no way to sugar coat this. Shen is just...complete garbage in his current state.

Yet they play him in pro play hmm.
Grab CDR and BOTRK in your build and runes, you can duel like a champ with constant taunts and high energy returns since you're proccing Q faster. Check out Yummy Rice.
You could play the champ because you like them, you don't have to play things because they are OP.
New Shen is worlds better than the old version. He has a ton of effective health through his passive shield and reduced damage when he taunts. His Q alows him to last hit with ease under tower and trade efficiently with nearly any melee top lane enemy due to its % HP shred. His W can deny AA from minions and champions allowing him to negate what would have been an unfavorable trade into his advantage. Plus he still has global presence and can turn entire fights around with a single taunt.
His only draw back is the large amount of energy lost for missed taunts or Q's that you hit nothing with. He lost Vorpal Blade... but got a ton of effective health from his passive and W that the minute sustain from Vorpal Blade is superfluous by comparison. All you need to do is get a Sunfire and Spectral Cowl and you can beat almost anyone out of lane.
I am really confused on how you think Shen is garbage in his current state...

Too easy to dodge his abilities, long cooldowns, and the scaling on his abilities is sh*t.

Really? I successfully land 3-5 man taunts in mid-late game. Can trade with and hold my own against nearly any top laner, melee or ranged and massively influence the map and control objectives. His scaling is relevant all the way through late game and he makes great use of Titanic Hydra, BOTRK, Mortal Reminder and Wit's End b/c of how tanky he is with his shields, spirit refuge and taunt.
I tend to buy Spirit Visage on him every game. 10-25% CDR will alleviate any cool down issues you have I am sure. Warmogs and Ohm Wrecker can be good items on him depending on what you want to do.
I don't think you understand the champ well enough through lack of play and experience to really say any of that with certainty.
Shen is good. He protects his ADC. Be like Shen.
