I came across the thread that said 
got reworked and i was super excited. Come to find out I got into a summoners rift 5v5 pvp match and he didn't have bloodrage :(. I know that there is probably a super obvious reason for this and I am just a noob. Im level 14 and I bought with RP if that has anything to do with it. Im terribly sorry to be wasting your time if it turns out im just an idiot.**

Radnar the bold1 votesThe new thing went into effect on the PBE (PUBLIC TESTING ENVIROMENT) where they test everything before the put it on the main Hub. Yes, he got reworked, but it wont go into effect until the next patch.
