Every other ap mid laner gets a better passive than Lissandra. Veigar gets infinite AP, Katarina gets resets, Ahri gets heals, Anivia gets two lives. Lissandra's passive is so useless, she needs a new one. If she keeps the same passive make the cooldown half of what it is now. After all, she cant out damage ANY mid laner, so she should at least have low mana going for her.

Sightless662 votesThe reason why she has high mana costs at early levels is so that the passive has a purpose to exist. There is no other reason why she would need really high early mana costs, outside of making sure she didn't have too much sustain from a mana-passive. The passive exists to justify the mana costs, and the mana costs exist to justify the passive. It's an easy way of throwing in a noninfluential passive on an otherwise functional design.
Even with this passive, her mana sustain is pretty average. Not bad, but nothing to write home about either.

Truly not Gay1 votesWhy does it matter where Riot intended a champion to go when they created them? The players make the meta, not Riot. The only reason the meta is the way it is is because some pro team decided to try it and it worked well. Before then it was Ashe mid, Ryze bot, 2 top, and some random champion jungler. No one cared about who did what and everyone had fun. Maybe in the future a pro team will get creative again and start a new meta without tanky/split push top, mobile mid, cc/clean up jung, marksmen and his or her babysitter bot.

Players then decided that going bot with them and another player was safer and changed the meta. What Riot intended to do didn't matter much. Specially because back then you wouldn't see changes as the ones we have today with alternating siege minions and turret extra defenses made due to the meta.
