Is there any actual reason why Lux's snare can hit 2 targets?

You better believe this**_ isn't_** me complaining about the spell being unbalanced, but I can't help to think that the skill could just be a single target cc (even if it would just be the exact same as Morgs binding) so she could have some other areas of her kit upped for it ( like, maybe perhaps mana reductions on her kit allround) I see one situation where having it is semi useful, when you are being chased by 2 people and you manage to catch both with it but even then the 2nd snare duration is hardly even existent
