why does it now say a players name below their name AGAIN + the server?

why??? is this supposed to help the drunks that i have in my team all the time? "uh i cant play until i see double. oh... alrdy 2 names guess im drunk enough" and why does it say the server? yes im on euw and OBVIOUSLY my friendlist is also on euw. are they putting server together again to save "valuable ressources"? someone please tell me what is going on.
